Health Impact Evaluation of the 1st year Outreach Community Centers Initiative in Seoul: Focusing on Visiting Health Services for the elderly

Abstract
The purpose of this study was to evaluate the health impact of the 1st year (2015)¡¯s visiting health services for the elderly, a program of the outreach community center initiative in Seoul by applying Difference in Difference (DID) technique. For the analysis of DID technique, 5,273 residents of 65 years old and 70 years old dwellers of Seoul who responded to 2014-2016 Community Health Survey (1,215 residents in the participating districts and 4,058 residents in the non-participating districts) were included in the final analytic model. We selected annual health indices, health outcomes indicators for chronic diseases, mental health, health behaviors, and health care service utilization as the outcomes of the initiative. The DID analyses revealed that the current smoking rate reduced (13.2% to 8.2%, -5.7%p, p=0.042) among 65 and 70 year olds living in the participating districts compared to their counterparts living in the non-participating districts. Subgroup analysis among the elderly living alone in the participating districts showed improvement of low-salt intake (15.7% to 27.1%, +22.7%p, p=0.006). This study showed that the health impact was limited partly due to the early stage of the project implementation. Further study is required to implement a more sustainable and comprehensive community health-welfare delivery system and to develop effective feedback schemes
